Describe the issue identified (if applicable) Units_of_Misc was originally assigned to local_time_scale but needed updates as found in "Units_of_Pixel_Resolution_Angular" (specifically HA/pixel).

Describe the solution you'd like update local_time_scale from "Units_of_Misc" to "Units_of_Pixel_Resolution_Angular"

LDD Dictionary Version 1.9.5.0

PDS4 IM Version 1.17.0.0 (1.H.0.0)

Need-by Date ASAP
