[ldd-ml] Address Oxygen errors #192

Describe the issue identified Oxygen identifies two errors in PDS4_ML_IngestLDD.xml:

  1. Line 124: "pds:DD_Value_Domain/pds:value_data_type/pds:value_data_type The attribute pds:value_data_type must be equal to one of the following values..."
  2. Line 380: "Invalid content was found starting with element '{"http://pds.nasa.gov/pds4/pds/v1":description}'. One of '{"http://pds.nasa.gov/pds4/pds/v1":identifier_reference}' is expected."

Describe the solution you'd like Update the IngestLDD.xml file to remove these errors.

LDD Dictionary Version 1.0.0.0

PDS4 IM Version 1.H.0.0

Need-by Date Soon would be good (but not urgent since these errors do not seem to cause any downstream issues.)

Additional context Note: Neither lddtool (v13.1.0) nor validate (v2.1.4) report these errors. I wonder if they should?
