[ldd-survey] Need Schematron rule to restrict units for rollover_fwhm to 'arcsec' #193

Describe the issue identified The text description for the rollover_fwhm attribute indicates that it should be specified in arcseconds, but this is not currently enforced.

Describe the solution you'd like Add a Schematron rule to the IngestLDD to assert that "unit" for rollover_fwhm should be 'arcsec'. In addition, regression tests that exercise this rule (one VALID and one FAIL) should be added to the test suite.
