[ldd-survey] Need Schematron rule to restrict units for right_ascension and declination to 'deg' #194

Describe the issue identified The text descriptions for the right_ascension and declination attributes indicate that they should be specified in decimal degrees, but this is not currently enforced.

Describe the solution you'd like Add Schematron rules to the IngestLDD to assert that "unit" for right_ascension and declination should be 'deg'. In addition, regression tests that exercise these rules (one VALID and one FAIL for each) should be added to the test suite.
