[ldd-disp] pds:Local_Internal_Reference is not required in Display_Settings #204

Describe the issue identified (if applicable) pds:Local_Internal_Reference is defined as optional in Display_Settings, but without an internal reference other validation fails.

Describe the solution you'd like Fix IngestLDD to set minOccurrences to 1 for pds:Local_Internal_Reference.

Describe alternatives you've considered None.

LDD Dictionary Version 1.5.1.0

PDS4 IM Version 1.18.0.0
