Describe the issue identified Existing Schematron rules would benefit from having test files to exercise them.
Describe the solution you'd like Add test labels (pass and fail) for these Schematron rules:

PDS4 IM Version 1.18.0.0
Need-by Date May 20, 2022 to be included in the next IM build.
