Local_Internal_Reference now allows multiple occurrences of The logic in the Spectral Dictionary DD_Rule definitions assume that this will only ever have one occurrence. These rules need to be checked to make sure that the logic remains valid, or the the number of values should be limited to one, if that makes more sense.

Update rule coding as needed to ensure the logic is valid for general use.

Doing nothing. Seems like a bad long-term plan.
LDD Dictionary Version
Current (1.3.1.1), and will trigger a minor version update to 1.3.2.0.
PDS4 IM Version
Relevant for IM version 1.18.0.0 (1I00) and later.
Need-by Date
No specific driver. Should be in place for the next build. Might be reasonable to patch.
Additional context
Will need to create a test label for whatever condition is supported/forbidden.
