[ldd-geom] Bug in LDDTool causing `kernel_type` schematron rules to not fire as expected #290

Issue Type Bug

Describe the issue identified (if applicable) Per https://github.com/NASA-PDS/pds4-information-model/issues/797, kernel_type checks on schematron are not validating correctly.

Describe the solution you'd like LDDTool to be fixed so it produces schematrons / schemas that are correct

LDD Dictionary Version All versions of the GEOM LDD are affected.

PDS4 IM Version Fixed in latest version of LDDTool

Need-by Date ASAP

Additional context Will need input from @mace-space for how we want to address this issue for PDS4_GEOM_1B10_1700

@alknight-wustl I will propose some updates on the repo for this once https://github.com/NASA-PDS/pds4-information-model/issues/797 is fixed.
