Add (a more) complete set of enumerated mission phases #7

Summary

Currently the only permissible value for <nh:mission_phase_name> is "KEM1 Encounter". This PR adds the other NH mission phases to that enumeration.

Test Data and/or Report

Builds and passes validate. See reports in cgobat/ldd-nh/logs/v1.19.0.0_execution_logs/.
