After learning more about action release pipelines, I now realize the documentation shows the exact version folks should use. v2 and v2.5.0 tags both point to the same commit. Using the major version tag is recommended for people to get feature and bugfix updates automatically, while pinning to a commit hash is recommended for folks who need 100% stability and control over their upgrades.
