AEUR / AR Discrepancy #1

NA uses AEUR for words like "parry", while GB uses AR, since the vowel is pronounced /æ/ instead of /ɛr/.

In cases where it occurs as the first syllable (e.g. "Arab"), along with the existing AEUR/KWRA version (i.e. "#AEUR/KWRAB") and the AR/KWRA version (i.e. "#AR/KWRAB"), add a third A/RA version (i.e. "#A/RAB"), since there is some ambiguity if the quasi-prefix A theory rule applies.
