Clean up Github Actions failures across ytpa project repos #35

Issue was repo name changes (e.g. ytpa-utils to ytpa_utils). Makefile wasn't using the correct names and tried to publish a new package no matter what. Existing package with the current version got detected, causing the pipeline to fail. All fixed now for all packages and CI/CD pipelines.
