Job configuration becomes stale quickly #3

When an svn to github migration takes place; jenkins needs an update
Many of the packages could do with a $ pear package step or a $ php pyrus.phar package step; but only some have it at the moment
Many of the packages do not point to the right github pages

Audit tools would help this.
