Update labels for issues and PRs

Is your feature request related to a problem? Please describe. Currently there's too many labels, some colored, some not, some used by bots and some used by developers and users.

Describe the solution you'd like Either make the labels...

1. scope-based; as in bot: automated, bot: github action, type: system, issue: wontfix, affects: UI, etc.
2. color-based; as in categorize labels by color, red: System, red: Network, blue: wontfix, blue: good first issue, etc.

Regardless of which one, write relevant, concise and informative descriptions for each label.
