in Asp.Net aspx file or master file , the line "<!DOCTYPE html>" will report 
this error?

if I move the line "<!DOCTYPE html>" to the first row of the file before the 
<%@ Master Language="C#" AutoEventWireup="true" CodeBehind="Pop.master.cs" 
Inherits="_Pop" %>
line 
then the error disappear , but if i exec save command and it appear again.
