enhancement: add frequency measurement channel to CounterInputTask #19

I needed frequency measurement, so I added a new channel creation method and a 
read_scalar method to CounterInputTask.  Apparently, you can't use 
ReadCounterF64 with a CIFreqChan.  Patch attached.
