URS country code has no country name #8

e.g. 1952. URS on mouse over has no corresponding country name. Also, which country is that?!

Soviet Union. I noticed that. I think it's a problem with the popover library not reinitialising when the years change. Will need to hack around, or use another popover library.

Same with DEU, 1896.
