Non-core plugins support

pbt non-core plugins are optional
It is possible to install them with the 'pbt plugin' command:
- pbt plugins list (list all the plugins blessed for the pbt community and the installed ones)
- pbt plugin install [name | https://github.com/username/NonCorePluginRepo ]
Or uninstall with:
- pbt plugin uninstall
Try will be the first 'non-core' plugin.

can we get this working for 0.1 version?

As we barely have any plugins, I don't think we have to do this before 0.1.
