Pull out subroutines #6

Pulled out all of the main routines for displaying tables and plots from era_relfigures. Now they are much easier to use from the CLI. Some new functions were created as a result. Major overhaul.

Whoops. I merged too soon. These changes still need to be tested with Windows and each different data type.
