This was resolved through the commits 075d2e6bea8b83dc98645f5444d5fe35746b2a89 through ab97856192c938d1fab5d6c8a427bd09d1eb6e77 .
I tested a flat plate with SST, I got the same converged values for lift and drag as I did using normal freestream specifications.
Currently, the only options for setting the inlet/freestream turbulence are:
FREESTREAM_TURBULENCEINTENSITY
FREESTREAM_TURB2LAMVISCRATIO
These options allow one to fully specify the turbulence for typical situations, and they match what NASA lists for many of their verification tests. But groups such as Dr. Bogard's at UT Austin specify their inflow conditions based on turbulence intensity and a turbulent length scale.
Ideally, SU2 should have an option to switch between these two pairs of options and an extra option of the type:
FREESTREAM_TURBLENGTHSCALE
that allow one to better match experimental data, based on the values provided.
