In order to get support for capabilities that @shaering is implementing on the dev-loMach branch, we need to update the mfem in our containers. This PR does it. Previously we were using a specific git sha but that was only b/c we needed capabilities that hadn't been officially released at that point. That motivation is gone now, so update to the latest release version, which is 4.5.2.
