Additions for low Mach, axisymmetric torch simulations

This PR adds the capabilities necessary to run basic torch simulations with the low Mach solver. This includes

• A table-look-up thermo model (derived from ThermoChemModelBase) to support LTE simulations using externally computed thermo and transport properties
• Extensions to support coupling between LoMachSolver and CycleAvgJouleCoupling
• Bug fixes, most importantly to the swirl contribution to the radial momentum equation in the axisymmetric implementation in Tomboulides
