Updates to `ReactingFlow` (and related) to support torch simulation target #293

Three extensions:

  1. Added axisymmetric support to ReactingFlow
  2. Added hooks to cycle-averaged EM to ReactingFlow
  3. Update ReactingFlow and supporting transport to implement quasi-neutral with ambipolar diffusion
