Adds seperate import for WebGL backend #67

According to https://github.com/tensorflow/tfjs/issues/3368 WebGL requires its own import now as it's not a part of core js anymore.

Have added the new script tags both in index.html and dev.html

@Berkmann18 Should we merge this in so the prod website can have its functionality back? Or will testing the CI/CD pipeline prevent it from deploying?

It should be fine, I think. The worst thing that could happen isn't that bad.
