Two improvements: The easy one: Add the Rosario winds to the ATIS with the "RS WND"

The interesting one: If rwy in use 05, ATIS will report TDZ wind (RWY05 wind in the metar), mid point wind ("normal wind of the metar" and end (since rwy05 is the active, end winds will be the winds at TDZ rwy 23). The opposite will apply if rwy in use is 23.
