pingus --list-languages open a window

The --list-languages command is supposed to give a simple list of languages, 
and it does that, it however opens a window for a fraction of a second and 
closes it again before giving output. 

The order of initialization should be changed in such a way that raw console 
commands don't require a window system to function.

The problem comes from ~/.pingus/config, which is processed in apply_args() and 
causes a window to open if it contains a (resolution) entry. This is especially 
troublesome as many subsystems of Pingus are not inited as this point.
