Waiter animation is badly broken #6

The waiter animation happens at the end of the bridge building process to 
signal that the builder is out of bricks and can be used to chain multiple 
bridge building commands together. 

The animation is currently badly timed and doesn't look very good, making the 
intend not really clear. It also doesn't transition well from the bridger 
animation.
