Describe the bug

Erro ao enviar mensagens usando o numero de telefone atualizado com 9. Antes era possivel enviar mensagens para um numero de telefone no formato atual (55 xx 9 xxxx xxxx), porem agora so consigo enviar sem o 9.

Expected behavior

Espero enviar com ou sem o 9.
