Unable to start #1

I think it's not really issue, but question.
I'm tried to start this project and WMC came up with error:
resx://Library/Library.Resources/Test: Failure acquiring MCML markup 
from 'resx://Library/Library.Resources/Test'.

What should I do to test this project?

PS I did copy source and build the project with no error.

You can't use McmlPad anyway, you'll need to build the DLL and install it using 
DevInstall
