Linksys 2200 Chapter Skip Does Not Function #109

To reproduce the behavior on the 11/21/2008 build, x86:
1. Open a DVD in Video_TS format on the LinkSys 2200 in OML
2. Select a chapter
3. Play the movie

I would expect the extender to play starting at the chapter, but instead 
playback starts at the beginning of the movie.
