Installer: Installing on a machine without Windows Installer 4.5 results in MC entry points not being registered #196

Users who install OML but do not have the newest version of windows 
installer (I think it is 4.5). They will be prompted to install windows 
installer. Afterwards they have the option to "Repair" their copy of OML. 
Doing so does not register our entry points. They currently have to 
uninstall then reinstall.
