[Enhancement] 토스트에디터로 글 내용 작성시 글자수 2000자 제한 (한글기준) #799

Description

프론트에서 토스트에디터를 사용할때 글자수 제한을 먼저 걸어두는 작업을 하고 있습니다. 백엔드에서는 오늘 오픈베타 런칭이후 작업하는 순으로 진행해야하지 않을까 싶네요 https://github.com/peer-42seoul/Peer-Frontend/issues/802
