Bulk importing and editing of users by admin #118

Including setting their personal data and avatars.

Support for CSV, TSV could be helpful so users can generate this information/important from something like sheets

Yea. The idea is also that importing should be smart. It should detect if user already exists.

Also, there should be a way to tell to remove permissions/groups/roles from users who are not on a given bulk list. This is important for transition to a new semester. Where you have a list of current members, and you would like to archive past members (remove their permissions to vote, but not really remove them from the system).
