Flagging and moderating offensive comments #173

Users should be able to flag a comment and moderators should be then able to hide/delete it.

This is for a larger discussion how we should do it, but I noticed that we do not yet have an issue for it at all. But it is planned/understood that something like that will be done.

I'm not in favor of deleting them, also not super in favor of censoring them in general, but if it is needed then censoring them in the sense of hiding them as "offensive" and allowing people to toggle on and off offensive comments in their user settings then it should be fine.
