The idea here is that our current approach to prevent gambling the statistical quorum is to have a grace period after a statistical quorum is reached before motion is closed, so that others can vote against the outcome if they want. But this does not really work if those others do not know that this is happening. That something will finish and that they should go into action. So we should somehow provide feedback to users that a motion/discussion is in this "grace period".
