Currently we automatically compute if it is passing or failing. It would be better if moderator decides that, based on data, when closing. We can preselect the option based on heuristic, but it should still be moderator's final choice.
Similarly how they can now decide for the whole discussion item which motion passed.
Otherwise there can be a bit of confusion having some motions failed, but being selected as passing for discussion, or vice-versa.
