LEADING REACH EXTRACT-LOADER

• updated dependencies
• upgraded to babel7
• upgraded to wp5 compatibility -- note you must esModule: false on html-loader, file-loader, and css-loader or you will get problems
• jest over mocha (was breaking with babel 6 gone)
• audit fixes
• eslint updated to an actual rule set and linter fixed
• had to make everything commonjs

we need to maintain this until we are done with angular templates as separate files.

alternatives

• move off angular
• not extract to html (use strings for templates)
• wait for file-loader to have an export option
