[x] Base images on Alpine
[x] Create images for each flavour (classic, ldap)
[x] Simplify docker-compose file
[x] Add docker-compose file to run Peering Manager test suite
[x] Add initialisers
[x] Refactor CI workflows
[x] Push images to both docker.io and ghcr.io

Should also address #17
