Feature/us 595991 2 - Adding tag 3-jdk11 for docker-pega-web-ready. #209

The purpose of this PR is to push additional tag 3-jdk11 that will be used by docker-pega images instead of relying on latest tag. Latest tag will start pointing to images build on jdk 17 in few days.
