benchmark/css/blueprint/src/ie.css is for an old browser. Are we keeping it?

Per #463 we will not make any intentional breaking changes in 4.0, but will be able to in later releases. I'll add a "cleanup" bug that's separate, and includes figuring out what to do with third party web dependencies.
