Porting tzwhere.py to be Python2/3 compatible. #17

Hey! Like your repository, but there are some syntax errors if you try to use it with python3. I just made some changes using 2to3.

Thank you for this. At the moment we are only targeting Python 2.7 though. I am working on changing this in the foreseeable future though.
