The current contextual menu is segmented in a programmatical approach :
main menu is for jBrout core, Operations for plugins, and so on. 
Plugins should be allowed to be added to menues in a functional approach.
For example :
- in the main menu if it's a very usefull action,
- in an edit sub-menu if it's for editing a picture
- in a view sub-menu for all display process
- in a file menu for all import/export
