Jbrout should set "Iptc.Envelope.CharacterSet" to utf8 when writing tags in utf8 #159

Jbrout saves "IPTC tags" in utf8 encoding. It should set 
"Iptc.Envelope.CharacterSet" to utf8 too !

fixed in r306
now jbrout set always "Iptc.Envelope.CharacterSet" to UTF8 (to be compliant in 
other programs)
