DGCourseReview does though - https://www.dgcoursereview.com/api.php - but only their "basic" API is free, the advanced one has undisclosed pricing behind a "contact us" link. The basic API seems pretty usable, has endpoints to search by location, and the returned course metadata has lat/long and number of holes, just not much else
