Make pop-up window moveable and resizeable #17

From user testing report:

• The widget pop-up obscures the page and cannot be moved to reveal the page. Recommendation: Make the widget pop-up moveable and resizeable so that the user can move it so they can see the information displayed by the widget pop-up alongside the page context from which the user triggered the pop-up.
