Post new notices from the Lodestone in designated Discord channel[s].

Users should be able to choose which news categories they want posted and which Discord channels to post them to.
Posts should use the embed functionality of Discord.

XIVAPI recommends using Raely's Lodestone API as it has much more consistent and cleaner data than XIVAPI's endpoints.

Possible feature: Bot will send an alert to Twitch chat if a new news post is pulled while the Twitch channel is live.
