:wave: I did some awesome work for the Pelias project and would love for everyone to have a look at it and provide feedback.

Here's the reason for this change :rocket:

add Lithuania as a set of configuration files

Here's what actually got changed :clap:

New folder in projects with configuration :

pbf location for OSM
openaddress file list from lt directory
WOF : used 85633269

Here's how others can test the changes :eyes:
