add address searching topic for libpostal release #153

This adds a new topic that discusses address search results and fallback behavior. In the future, we can add docs on how to specify an address in chunks (5 box).

Note: there is not currently a link to libpostal. I'll add it in when I get its API docs on the website, unless there is a better one for now.

Also, hooray, I wrote this one without using Pelias or Mapzen Search terms.

@trescube - this has some intro content on confidence, accuracy, and match types, if any of that is useful for your post.
