An in-range update of pelias-logger is breaking the build 🚨 #484

After pinning to 1.4.0 your tests are passing again. Downgrade this dependency πŸ“Œ.

This was a false alarm, the Circle build ran a bit too quick and the latest NPM modules hadn't made it everywhere yet.
