Upgrade to ubuntu-20.04 #144

Run npm-publish task on ubuntu 20.04 instead of 16.04.

This may fix https://github.com/pelias/parser/pull/126#issuecomment-914413591 ?

unfortunately we probably have to do this for all the repos now 😢 my fault really, I should have considered that when I first wrote the configs 🔫
